Public sector emissions down 1.9% in FY2024

Total emissions were 3.6 million tonnes of carbon dioxide.

Singapore’s public sector reduced its carbon emissions by 1.9% in the 2024 fiscal year ending 31 March 2025, as per the Ministry of Sustainability and the Environment (MSE).

The public sector emitted approximately 3.6 million tonnes of carbon dioxide equivalent, marking a 9.5% drop from the FY2020 baseline.

Scope 1 emissions fell 8.4% due to reduced waste processing at the remaining Tuas South Waste-to-Energy Plant following the decommissioning of the Tuas WTE Plant in 2022.

Scope 2 emissions increased 2% as a result of new public infrastructure, including the Thomson-East Coast Line Stage 4, Woodlands Health Campus, and Tan Tock Seng Hospital Integrated Care Hub.

Total electricity consumption in FY2024 was 5,623 GWh, a 2% increase from FY2023, but the Energy Utilisation Index dropped 0.4% to 112.5 kWh/m² due to retrofits of older buildings, improved designs, and solar and smart building technologies.

Water consumption fell 3.3% to 32.9 billion litres, with the Water Efficiency Index decreasing 8.1% to 55.9 litres per person per day, thanks to proactive leak detection, process improvements, and water reuse initiatives.

Waste disposed by the public sector totaled 210.1 million kilograms, a 2.2% decrease from FY2023, while the Waste Disposal Index fell 4.8% to 0.349 kg per person per day due to strategies such as reducing packaging, reusing assets, and recycling food waste.

Launched in 2021 under the Singapore Green Plan 2030, GreenGov.SG guides the public sector toward achieving net zero emissions by 2045, five years ahead of the national target.

The public sector has also committed to reducing energy and water use by 10% and waste disposal by 30% by 2030.
