Public sector carbon emissions decline in 2023
It slipped by 0.2% from 2022.
The public sector emitted 3.6 million tonnes of carbon dioxide in 2023, a 0.2% decrease from 2022, according to GreenGov.SG report.
This was driven by a decrease in Scope 1 emissions from the Tuas South Waste-to-Energy Plant, which offset the increase in diesel consumption as bus service mileage increased from improved bus frequencies and coverage.
The report, however, found that Scope 2 emissions increased by 0.3% mainly due to a full year of operation of the Stage 3 of the Thomson-East Coast Line and newly-opened healthcare facilities. Still, the public sector’s 2023 emissions remained 6.8% lower than the 2020 baseline.
The total electricity use in 2023 was 5,449 gigawatts per hour, a 1.5% increase. The Energy Utilisation Index increased by 1% to 112.6 kilowatt-hours per square metre, due to increased electricity use across public sector premises.
As for water, the public used 3.4 billion litres, which was a 0.4% decrease. The sector’s water use per person per day was 60.7 litres, reflecting a 4% decrease due to improved water management.
Moreover, the public disposed of 218.7 million kilograms of waste last year, a 1.3% growth due to increased levels of activity and higher footfall at public facilities. Waste disposed per person per day increased by 9.1% to 0.380 kilograms driven by collective efforts to reduce waste across public premises.
