Singapore ranks 5th in global resilience index

Strong scores in climate readiness and cyber risk drive city-state’s performance in 2025

Singapore has emerged as the most resilient country in Asia and fifth globally, according to the 2025 FM Resilience Index. The ranking reflects the city-state’s robust performance across multiple risk factors, particularly in climate resilience and cybersecurity.

The FM Resilience Index, now in its 12th edition, evaluated 130 countries and territories based on 18 equally weighted factors. These span macroeconomic indicators such as inflation and education, as well as physical and technological risks including climate exposure, fire risk quality, and cyber readiness.

Singapore’s high position in the index stems in part from its continued improvements in climate risk quality. The report highlighted the country’s proactive policies—such as sustainable urban planning, water conservation initiatives, and clean energy promotion—that have helped reduce its exposure to climate-related threats despite being naturally vulnerable.

Cybersecurity was another area where Singapore stood out. The country ranked amongst the top 10 globally in cyber risk quality, a new measure in this year’s index combining proprietary data from client site visits and metrics from the UN’s Global Cybersecurity Index. 

Denmark retained the top spot.
