Singapore and Vietnam upgrade renewable energy ties

A joint report was endorsed which states regulatory approvals for renewables trading.

Singapore and Vietnam have accelerated their bilateral cooperation in renewable energy as they boost efforts to transition to clean energy.

In a statement, Singapore said a joint report on Offshore Wind Power Trade Cooperation between Vietnam and Singapore was endorsed on 12 March 2025 by Singapore Second Minister for Trade and Industry Dr. Tan See Leng and Vietnam Deputy Minister of Industry and Trade Nguyen Hoang Long.

The report facilitates regulatory approvals and licences from both countries’ governments for renewable energy development and cross-border electricity trading. It also allows for deeper bilateral cooperation in areas such as infrastructure development, research, technology, and capacity-building.

Beyond Singapore and Vietnam, the joint report affirms the two countries’ commitment to work closely with other ASEAN member states to accelerate the realisation of the ASEAN Power Grid by 2045, including by developing a framework and terms of reference on subsea power cables.

Prior to this, the Energy Market Authority of Singapore in October 2023 granted Conditional Approval to Sembcorp Utilities to import 1.2 gigawatts of low-carbon electricity from Vietnam. Imported electricity will utilise offshore wind and possibly other sources developed with Petrovietnam Technical Services Corporation.

This is expected to be the first offshore wind power trading project in ASEAN if executed.
