Gov't launches program weighing rent and service quality for GP clinic rentals

The new testing starts at a GP site located at Bartley Beacon.

The Ministry of Health (MOH) and Housing & Development Board (HDB) will jointly pilot a new Price-Quality Method (PQM) tender approach that factors in both price and quality standards when leasing HDB shops to General Practitioner (GP) clinics, starting with a site at Bartley Beacon.

Under the pilot, the quality of the tender proposal will account for 70% of the scoring criteria, and the tender price will account for the remaining 30%.

The pilot aims to bring better healthcare services closer to residents under the Healthier SG initiative.

The pilot joint tender at Bartley Beacon will close on 29 May.

A space of about 100 sqm has been provided for the GP clinic at Bartley Beacon, as compared to the usual 50 sqm for GP clinics in shops owned by HDB.

The GP clinic at Bartley Beacon is expected to commence operations in Q4 2025.

Depending on the outcome of the pilot, MOH and HDB will review whether to extend this tender approach to other clinic sites in the future.
