Perennial’s Pre 20 clinches tender for private assisted living site with $71.98m bid

The 195,000 sqft facility will have 200 assisted living apartments and a 100-bed nursing home.

The Ministry of Health (MOH) and the Urban Redevelopment Authority (URA) has awarded the tender for a private assisted living development site at Parry Avenue to Pre 20, a subsidiary of Perennial Holdings.

Pre 20 edged three other tender submissions opened, submitting the highest bid price of S$71.988m.

Perennial Holdings is an healthcare business in China with a focus on integrated eldercare and medical care. It runs over 60 eldercare and medical facilities across 16 cities in China with more than 22,000 beds, of which 12,000 are operating eldercare beds.

Singapore’s upcoming private assisted living development at Parry Avenue is expected to help expand the range of housing care options for seniors, and accommodate their diverse lifestyles, preferences, and changing housing needs, the MOH and URA said.

It will be located within the Rosyth Estate, and in close proximity to amenities such as the Serangoon North Neighborhood Centre and Heartland Mall.

The development will also be adjacent to a new neighbourhood park, which will be developed and awarded through another tender.

Assisted living apartment and nursing homes
In a press release, Perennial Holdings shared their plans for the tender, a 195,000 square feet development comprising of a 200 unit assisted living apartment, a 100-bed nursing home, a wellness clubhouse, and a geriatric care center.

The assisted living apartment has options for 1 or 2 bedroom living spaces ranging from 366 square feet to 666 square feet. 

The development will feature naturally ventilated designs, private lifts and access to balconies, sky terraces, and lush green communal areas, Perennial added.

It will also cater to various types of residents, ranging from the healthy, those with mild dementia, as well as seniors requiring assisted daily living and nursing needs. 

There will also be a dedicated dementia-friendly zone where residents living with dementia can move around safely and lead a normalised living, Perennial said.

Tender Details
The tender adopted a concept and price (C&P) revenue tender approach, in which tenderers submitted their concept proposals and tender prices separately.

The concept proposals were reportedly first evaluated against a set of criteria specified in the tender, which included suitability and innovativeness of the proposed model of care, as well as quality of the proposed programmes and services. 

Shortlisted concept proposals then proceeded to the second stage of evaluation, which was based on price only. The site was then awarded to the tenderer with the highest bid price among the shortlisted concept proposals, according to the URA and MOH.
