Gov’t lifts hotel, hostel restrictions on Upper Circular Road
Beach Road rules are also being eased.
The government will lift restrictions on new hotels, backpacker hostels, and serviced apartments in the Upper Circular Road area to give businesses more flexibility in selected city precincts.
The move was in response to industry feedback and would provide new accommodation options for visitors who want to stay near the Singapore River, said Minister for National Development (MND) Chee Hong Tat.
“We are also easing the restrictions at Beach Road,” Chee said at the opening ceremony of i Light Singapore 2026 on 5 June.
The government is also looking to pilot regulatory sandboxes that would allow businesses and community partners to introduce events, activities and uses that reflect the character and needs of different areas.
In addition, Chee said they are studying approaches used in other cities, including Australia’s Special Entertainment Precincts and London’s Night Time Enterprise Zones.
Singapore will work with building owners and industry stakeholders to introduce more dynamic and experiential lighting in Marina Bay, with guidelines on night lighting to be revised.
Chee outlined plans for Orchard Road, including the redevelopment of Istana Park, Dhoby Ghaut Green and Penang Road Open Space into a larger family-friendly green area.
“The newly expanded park will be three times the current size, with activity spaces for all to enjoy, such as a nature play-garden for the young, and an open lawn and activity promenade to hold events,” he said.
Moreover, he added that the MND is developing legislation to formalise the Business Improvement District model, with a public consultation to be launched later this year.
