Singapore ranks second globally in AI readiness
Singapore leads globally in regulatory frameworks and AI adoption.
Singapore has been ranked second globally in AI readiness, according to Salesforce’s newly released Global AI Readiness Index.
The report, which evaluates 16 global markets across five dimensions—governance, diffusion, innovation, investment, and talent—places Singapore ahead of all other Asia-Pacific countries.
It retains its position as the region’s most AI-ready nation, having also led in the 2021 and 2023 editions of Salesforce’s Asia Pacific AI Readiness Index.
Singapore leads globally in regulatory frameworks and AI adoption. It scored 9.8 in governance, the highest among all countries surveyed, supported by instruments such as the Model AI Governance Framework and the National AI Strategy 2.0.
In AI adoption, Singapore scored 8.0, driven by Smart Nation initiatives and the integration of AI in urban planning, transport, and public services.
In terms of investment environment, Singapore ranked second globally with a score of 2.3, ahead of the global average but behind the United States.
Singapore also performed strongly in human capital development, ranking third with a score of 5.8. Its national upskilling strategy and emphasis on AI training contribute to a growing pool of talent, though it still trails Germany and the United States in this area.
The report noted Singapore’s innovation landscape, whilst supported by enabling conditions, remains relatively concentrated. The country scored 0.7 in innovation capacity, below the global average of 1.7.
