Short-term problems may provide entry points for investors, and equity investors will have an advantage in 2023 as lending criteria tightens. 

The pressing need for affordable housing, with a significant shortage and consistent demand, is forecasted to be addressed in 2023 by redirecting investments to better align with the needs of both residents and investors.

Savills added that the poor state of Europe's housing stock creates opportunities to provide suitable properties that cater to emerging demographics and trends, at reasonable rents for those earning median incomes in preferred locations.
