Singtel’s Optus appoints non-executive director John Arthur as new chairman

He has been a board member of Singtel since January 2022.

Singtel’s Australian subsidiary Optus has appointed John Arthur as its new chairman, commencing 25 August 2025, as Paul O’Sullivan steps down after a decade in the role.

Arthur was a non-executive director before the appointment.

Yuen Kuan Moon, group CEO of Singtel Group, said that Arthur’s extensive experience in listed companies at both an executive and director level and the wise counsel he has provided to both the Singtel group and Optus while on the board is “greatly valued.”

He added that Arthur will be “providing strong leadership and continuity at this pivotal time for the company.”

Arthur joined what was then the Optus Advisory Committee in July 2019 before moving on to the Singtel Optus Board. He has been a member of the Singtel Board since January 2022, and has also been a director of NCS Pty Ltd, a subsidiary of Singtel, since February 2022.

He also held several top positions across multiple industries. His most recent executive appointment was as chief operating officer of Westpac. As chairman, his last appointment before this was as the chairman of Sydney Metro, where he served a term of six years ending in December 2024. He holds a Bachelor of Laws (Honours) from the University of Sydney.

Optus also disclosed that Andrew Parker will join as a non-executive director and will take over from Arthur as chair of the audit committee.
