Woodlands Drive 17 EC site to draw 3–6 bidders

Moderate to healthy bidding interest is expected for the newly launched executive condominium (EC) site at Woodlands Drive 17, with all three major brokers—PropNex, Huttons, and Realion—forecasting between three and six bidders.
Top bids are projected in the range of $700 to $800 per square foot per plot ratio (psf ppr), reflecting both developer confidence and pricing discipline in the EC land market.
EC tenders are seen as broadly stable, and CDL—winner of the adjacent site awarded earlier in 2025—is considered a likely participant in this round.
Launched under the 2H2025 Government Land Sales (GLS) programme, the site is expected to yield around 560 units. Realion notes the tender will close on 13 January 2026.
Affordability constraints remain a key consideration, with EC buyers subject to a 30% Mortgage Servicing Ratio (MSR) and a household income ceiling of $16,000.
These structural limits cap developers’ pricing power, even as recent EC launches have demonstrated strong buyer demand. Realion highlighted Aurelle of Tampines, which sold 90% of its units during its launch weekend and was fully sold within a month.
Pricing will likely reference the adjacent EC plot awarded in August 2025, which saw five bids and set a new record of $782 psf ppr, above the previous high of $768 psf ppr at Tampines Street 95.
Supply scarcity adds further context. Woodlands has not seen new EC stock in nearly a decade. The last GLS EC site in the planning area was Northwave in 2015, and Bellewoods was launched in 2013.
Brokers said this gap may contribute to pent-up demand, particularly given the large upgrader base—around 6,500 HDB flats in the area were completed between 2016 and 2018.
The site also benefits from location fundamentals. It is within walking distance of Woodlands South MRT on the Thomson-East Coast Line, offering direct links to Orchard and the CBD, and convenient access to Changi Airport.
It is also one stop from Woodlands Regional Centre and two stops from the upcoming RTS Link to Johor Bahru, scheduled to begin operations in 2027.
Amenities in the area include Woodlands Health Campus and several primary schools. Huttons estimates up to three within a 1km radius, whilst Realion names Innova and Woodgrove Primary specifically.
Brokers noted continued transformation of Woodlands Regional Centre and growing cross-border connectivity could strengthen long-term demand.
