Tech and government hit by 41% of cyberattacks in 2025

ThreatBook 2025 Report reveals hackers pivot to high-value digital infrastructure.

Singapore’s technology and government sectors were the top targets for cyberattacks in 2025, according to the latest Singapore Threat Intelligence Report by ThreatBook.

The report shows that technology companies accounted for 23% of attacks, followed by government agencies at 18%, bringing their combined share to 41%.

Financial services and manufacturing also saw significant activity, each accounting for 14% of attacks.

Other sectors affected included healthcare at 8%, telecommunications at 6%, commerce and construction at 5%, energy at 4.8%, and education at 3.2%.

ThreatBook said the concentration of attacks reflects the high digitalisation and strategic importance of these sectors, particularly those supporting critical infrastructure and data-intensive operations.

The report also noted that attackers are increasingly targeting industries with high system exposure and cross-border connectivity.

A NOTE FROM SINGAPORE BUSINESS REVIEW

The people you want to reach are already in this room.

Every quarter, SBR lands on the desks of the founders, CFOs, and directors running Asia's most consequential companies. Every day, they open our newsletter and read our website. It's a room that took twenty years to build — and it's the one most of our partners are trying to get into.

The good news is that the door is open. We work with companies on thought leadership articles, sponsored content, industry summits across Southeast Asia, regional awards programmes, podcasts, and media placements in print and digital. The shape of the right partnership depends on what you're trying to do, which is why we'd rather start with a conversation than send a rate card.

If you have something this room should know about, tell us. We'll tell you honestly whether we can help, and how.

No rate cards until we understand the brief. It's a better use of everyone's time.
