Prime BTO flats draw more than four-fold demand despite stricter rules

Prime Build-to-Order (BTO) flats drew the strongest demand in the June 2026 sales exercise despite stricter ownership conditions, according to comments from Kelvin Fong, CEO of PropNex.
As at 5 p.m. on 24 June, the 6,952 flats offered in the exercise had attracted 22,634 applications, representing an overall application rate of 3.3 times, slightly above the 3.2 times recorded in February 2026.
Prime flats recorded the highest application rate at 4.6 times, with 14,623 applicants vying for 3,197 units.
Fong noted that the 1,221-unit Lakeview Cascadia project in Bishan was the most oversubscribed development, drawing 5,799 applications for an application rate of 4.7 times.
"The strong interest in Prime flats at Berlayar Rise and Lakeview Cascadia suggests that households continue to place a significant priority on compelling locational attributes, and are not deterred by tighter restrictions under the Prime classification," he said.
The 1,976-unit Berlayar Rise project in Bukit Merah attracted the largest number of applicants at 8,824, reflecting an application rate of 4.5 times.
Fong said the strong response suggested that many applicants considered the benefits of accessibility and convenience to outweigh concerns over the 10-year minimum occupation period, stricter resale conditions, and subsidy recovery requirements.
By contrast, Standard flats posted the lowest application rate at 2.1 times despite accounting for nearly 40% of the flats offered.
The two Standard projects in Sembawang recorded a combined application rate of 1.3 times, the weakest amongst projects in the exercise.
"Applicants are evaluating BTO flats more holistically, taking into account not only location attributes, but also the availability of HDB resale alternatives nearby," he noted.
