URA increases occupancy cap to meet rental demand

Up to eight unrelated persons can live in larger flats and private homes starting next year.

From 22 January 2024 to 31 December 2026, the Urban Redevelopment Authority will allow up to 8 unrelated persons to live in larger flats and private homes, up from the current cap of six.

The temporary measure aims to meet rental demand and support households that intend to rent.

URA will apply the relaxed cap to 4-room and larger HDB flats, living quarters of HDB commercial properties equivalent to or larger than a 4-room flat, and larger private residential properties of at least 90 sq m.

In 2023, around 40,000 public and private homes were up for completion  – the highest number in the last five years.

Between 2023 and 2025, Singapore will complete about 100,000 public and private residential units.

Property owners and tenants must adhere to the occupancy cap and minimise dis-amenities to the public. 

The authorities will monitor the occupancy cap. Authorisation to rent to up to eight unrelated persons will be revoked or ceased should dis-amenities happen.
