SFA replaces A–D grades with new SAFE framework
The framework will cover 45,000 food establishments.
The Singapore Food Agency (SFA) said it will replace the current A–D food hygiene grading regime with the Safety Assurance for Food Establishments (SAFE) Framework.
The framework will cover approximately 45,000 licensed food establishments across the food services and retail segments.
SFA said the change addresses structural gaps in the existing system, where inspection outcomes may not reflect recurring lapses or the strength of internal controls, according to their press statement.
Under SAFE, grading will incorporate enforcement history, including suspensions and convictions, providing regulators and consumers with a clearer view of sustained compliance and operational risk.
The new program introduces four grades: A for establishments with more than three years of strong food safety performance, B for one to three years of good track record, C for outlets with serious food safety breaches, and “NEW” for businesses operating for less than a year.
The removal of the “D” grade and physical display decals reflects a shift towards digital transparency, with grading information accessed via QR codes on SFA licences and online platforms, according to the statement.
Higher-risk establishments, including large kitchens, caterers and food processing facilities, are encouraged to implement formal Food Safety Management Systems and appoint Advanced Food Hygiene Officers.
In the initial phase, these measures can accelerate eligibility for top grades, with SFA indicating that such system-level requirements may become mandatory for higher-risk businesses in subsequent phases.
From a business perspective, the framework rewards sustained compliance and mature governance structures.
Operators with robust controls may benefit from reduced inspection intensity, while repeat offenders face heightened scrutiny.
The SAFE Framework will take effect from 19 January 2026, with further regulatory tightening expected starting in 2027.
