SEFR adopts PACT V3 to standardize product emissions reporting

The Singapore Emission Factors Registry (SEFR) has adopted Version 3 of the Partnership for Carbon Transparency (PACT) Methodology and Technical Specifications, becoming the first emissions registry globally to do so.

The announcement was made at Ecosperity Week 2025, following a Memorandum of Understanding signed between the Singapore Business Federation (SBF) and the World Business Council for Sustainable Development (WBCSD), which hosts the PACT initiative.

The updated methodology aims to improve the accuracy and consistency of product-level carbon footprint data by standardizing how emissions are calculated and exchanged across supply chains. It is designed to support businesses in reporting Scope 3 emissions and making decisions related to emissions reduction and procurement.

SEFR, developed by a consortium led by SBF and supported by various government agencies and partners, currently provides over 200 localized emission factors. With the adoption of the PACT standard, businesses in Singapore will be able to list PACT-aligned product carbon footprint (PCF) data on the platform.

SBF CEO Kok Ping Soon stated that the update will enhance data integrity and support more informed decision-making. WBCSD President and CEO Peter Bakker noted the move contributes to developing more consistent emissions data across supply chains.

Razer, a global gaming brand, will be the first company to list its life cycle assessments and environmental product declarations on the PACT-aligned SEFR. According to Razer’s Chief Strategy Officer Li Meng Lee, the initiative supports the company’s sustainability goals and provides a standardized framework for environmental reporting.

SEFR was launched in October 2024 and is accessible via netzerohub.sg. The platform is available for use by any business in Singapore seeking to publish emissions data aligned with the PACT standard.
