CCCS proposes new settlement regime to speed up antitrust probe

It also proposes faster merger reviews and clearer procedures.

The Competition and Consumer Commission of Singapore (CCCS) has opened a public consultation on a proposed new settlement procedure that would shorten antitrust investigations and reduce compliance costs for companies.

The proposed Settlement Procedure Guidelines would replace the current Fast Track Procedure, allowing earlier settlements and larger fine reductions for firms that cooperate. The changes aim to improve case efficiency and give companies greater certainty in managing enforcement risks.

CCCS is also seeking feedback on updates to its Merger Procedure Guidelines, which would simplify notification steps and shorten review timelines for transactions that raise no competition concerns.

Businesses have until 17 November 2025 to submit feedback on the proposals, available on the CCCS website.
