Propnex calls October BTO launch largest since 2022 with 9,144 flats
PropNex expects overall application rates to range between 3.0 and 3.5 times.
PropNex has described HDB’s October 2025 Build-To-Order (BTO) launch as the largest since November 2022, noting the offering of 9,144 flats across 10 projects in eight towns.
With this launch, 2025 has seen a total of 19,723 BTO flats (29,975 including Sale of Balance Flats), placing supply well above typical levels for a single year.
The mix of flats in this exercise includes four Prime projects, one Plus, and five Standard.
Based on PropNex’s estimates, this corresponds to 41% of units classified as Prime, 16% as Plus, and 43% as Standard, reflecting a continued diversification of public housing under the new classification model introduced by HDB.
Two headline projects are expected to attract significant attention. Mount Pleasant Crest in Toa Payoh will offer 1,348 flats near the future Mount Pleasant MRT station.
Located in the Core Central Region, the project includes a “white flat” layout option, open-concept units without internal partition walls.
Meanwhile, Berlayar Residences in Bukit Merah, part of the Greater Southern Waterfront, offers 880 flats close to Telok Blangah MRT and the Central Business District.
PropNex noted the last BTO in the area, launched in May 2021, saw an application rate of 23 times. Berlayar’s Prime classification includes a 14% subsidy recovery upon resale after the Minimum Occupation Period.

Just four of the 10 projects offer 5-room flats, totaling 1,002 units in Bedok, Jurong East, Sengkang, and Yishun. These are likely to draw strong interest from second-timer families.
This launch also sees the rollout of the Family Care Scheme’s Joint Balloting feature, which allows parents and children—regardless of marital status—to apply together for two flats in the same BTO project where 2-room Flexi or 3-room flats are available.
Singles, too, will see expanded access, with 2,923 units of 2-room Flexi flats—the highest such supply in a single launch since at least February 2019. PropNex pointed out that the July 2025 exercise saw 5.6 times the subscription for this flat type.
Shorter Waiting Time (SWT) flats, with waiting periods under three years, are another draw. These make up 3,294 flats—or 36% of total supply—across four projects, and are likely to appeal to buyers seeking faster occupancy.
Looking ahead, the next BTO launch in February 2026 will offer approximately 4,600 flats across six projects in Bukit Merah, Sembawang, Tampines, and Toa Payoh.
