MPA opens applications for methanol bunkering licences
Applications will close on 28 May.
The Maritime and Port Authority of Singapore (MPA) is now accepting applications for licences to supply methanol as a marine fuel. This follows the finalisation of Singapore’s methanol bunkering framework, which incorporated feedback from over 50 proposals and recent bunkering trials.
Licensees must secure methanol supply, ensure safe storage and handling, and implement emergency response measures. They must also own at least one IMO Type 2 chemical tanker and have the necessary manpower and expertise.
From 1 January 2026, to 31 December 2030, suppliers must provide methanol that meets carbon intensity standards, track emissions transparently, and comply with national and IMO regulations. They must also adopt mass flow meters and digital bunkering. MPA may invite selected licensees for bunkering pilots in 2025. Applications close on 28 May.
MPA and Enterprise Singapore have introduced new standards to support methanol bunkering. Technical Reference for Methanol Bunkering (TR129) outlines custody transfer, safety protocols, and crew training, whilst the Standards for Port Limit Methanol Bunker Tankers set safety requirements for bunker tankers.
