The MHA Enterprise Document Management System Platform delivers a secure on-premise cloud ecosystem for its agencies.
The Home Team Science And Technology Agency together with LPS won Cloud - Government Organisation in the Singapore Business Review Technology Excellence Awards 2026. The two organisations partnered together to deliver the MHA Enterprise Document Management System (DMS) Platform, an on-premise cloud ecosystem that supports tens of thousands of officers across its agencies.
The platform serves as a unified ecosystem on Azure Stack Hub, consolidating fragmented agency silos into a single digital environment. The Home Team Science And Technology Agency together with LPS migrated 51TB of mission-critical data, encompassing 23,950+ site collections and 427+ content databases. This migration ensures that sensitive information remains secure whilst remaining accessible to those who require it for national security operations.
This platform functions as a multi-tenant cloud platform that maintains strict isolation for sensitive tasks. It utilises a multi-version architecture and future-proof technology obsolescence in the short term. This design allows for continuous evolution without operational disruption. Each department operates its own secure tenant whilst sharing enterprise services such as intelligent search and unified identity management.
Technical performance remains a priority for the system. The platform delivers a response time of ≤3 seconds for standard pages and ≤5 seconds for search queries. It maintains 99.5% system availability to ensure that mission-critical tools remain online at all times. Security features include AES-256 encryption and continuous threat monitoring through integrated SIEM to protect against cyber threats.
The modular architecture supports a user base that scales from 25,000 to 50,000 individuals. This scalability allows for the rapid deployment of new capabilities, such as AI-powered analytics and automated threat detection, without the need for lengthy hardware procurement cycles. By eliminating infrastructure silos, the platform allows agencies to focus on mission innovation rather than IT maintenance.
Inter-agency coordination improved significantly following the implementation. Secure real-time co-authoring and cross-tenant search capabilities allow information to flow instantly between departments. This ensures that Singapore’s home team agencies possess a digital platform that is as resilient and responsive as their physical operations.
