CES_SDC-KTC JV wins $757m Changi Southern Corridor contract

The works will enhance road links to the future Changi Airport Terminal 5.

The Land Transport Authority (LTA) has awarded the second civil contract for the Changi Southern Corridor project to a joint venture between CES_SDC Pte. Ltd. and KTC Civil Engineering & Construction Pte. Ltd.

The contract, valued at about $757m, covers road network enhancements along Xilin Avenue, East Coast Parkway (ECP), Tanah Merah Coast Road, and Changi Coast Walk. Construction is expected to begin in the third quarter of 2026.

The works include the design and construction of new flyovers, tunnels, and underpasses, as well as the widening of the existing Changi Airport Diversion Canal with new vehicular bridges.

When completed, the enhancements will provide full and direct road connectivity to the future Changi Airport Terminal 5 from ECP, PIE, and Xilin Avenue.

LTA said the increased road capacity will support smoother traffic flow and provide motorists with more travel options to the Changi East region from the PIE and ECP.

New cycling paths will also be built along Xilin Avenue and Tanah Merah Coast Road to improve connectivity between Tampines, East Coast, and future Changi East developments.

The existing pedestrian underpass between ECP and ECP Service Road will be upgraded and extended to serve both pedestrians and cyclists.

The first Changi Southern Corridor contract was awarded in September 2024 and covered enhancements to the existing PIE/ECP/Airport Boulevard interchange.

LTA will call the remaining road civil infrastructure tender in the fourth quarter of 2026.

The Changi Southern Corridor works are expected to be completed by 2034.
