BCA Academy and NEC Contracts drive collaborative contracting with pilot project launch
The pogramme comprises one-day online training and three-day classroom learning.
The Building and Construction Authority (BCA) Academy and NEC Contracts have launched a four-day training programme to support the adoption of collaborative contracts in Singapore’s built environment.
The curriculum comprises one day of online learning and three days of classroom instruction, with BCA Academy providing guidance on collaborative contracting principles and Public Sector Standard Conditions of Contract provisions, according to a press release.
NEC Contracts manages sessions on NEC4 Engineering and Construction Contract competencies, the press release said.
The first two training sessions took place in October and November 2025, supporting the pilot of NEC4 contracts across more than 15 public and private sector projects.
These training efforts coincide with the commencement of a pilot project using the NEC4 Facilities Management Contract at the BCA Braddell Campus.
Cushman & Wakefield Services Singapore was awarded the contract in November 2025, with operations beginning in January 2026.
This pilot represents Asia’s first NEC facilities management initiative using Singapore-focused Y clauses, introduced in 2025 to align the contract with local legal and regulatory frameworks.
NEC Contracts and the Institute of Workplace and Facilities Management developed the NEC4 FMC to define service processes and stakeholder roles, enabling parties to track progress, control costs, and manage risks, with performance linked to payment terms.
Kok Su Ming, Managing Director of BCA Academy, stated that the academy seeks to drive capability development and industry transformation through classroom learning and scenario-based application.
Renee Paik, Head of Asia Pacific at NEC Contracts, highlighted that the partnership delivers training combining industry expertise with practical knowledge of NEC4 implementation.
