Public consultation on quantum migration rules opens

Industries that transition to quantum computers may put transactions or information at risk.

The Cyber Security Agency of Singapore (CSA) opened for public consultation the quantum-safe handbook and quantum readiness index (QRI), to be used by logistics, pharmaceuticals, and finance industries as they transition to quantum computing.

Whilst quantum computing is expected to facilitate financial transactions and secure communication, amongst others, compromises or attacks to the system could disrupt business operations and leak confidential information, the CSA said.

The Quantum-Safe Handbook provides guidance for organisations as they prepare for quantum readiness.

The QRI is a questionnaire that system owners and security practitioners can take to gauge their organisation’s state of readiness and prioritise key actions.

A public consultation on the materials will run from 22 October to 31 December.

The handbook was jointly developed by CSA, GovTech, and IMDA, in collaboration with technology companies, cybersecurity consultancies, and professional associations, the agency said.

The consultation was opened at the Singapore International Cyber Week 2025.
