Singapore digital government score rises to 65 despite 5.8% UX decline

The country leads Asia in AI readiness with a score of 65.5.

Singapore’s digital government score rose 4.7% to 65 in 2025, marking a third consecutive year of growth, according to Adobe’s Digital Government Index.

Gains were driven by improvements in digital self-service and site performance, supported by continued investment in shared infrastructure and accessibility.

One key example was the Central Provident Fund Board’s use of plain-language content to support self-service outcomes.

In addition, initiatives such as the Singapore Government Technology Stack, Singpass, and adherence to Web Content Accessibility Guidelines contribute to improvements in reliability, scalability, and accessibility.

The report also revealed that Singapore leads Asia in artificial intelligence (AI) readiness with a score of 65.5.

Government websites performed strongly in trust, authority, and technical accessibility, enabling content to be easily indexed and navigated by machines.

However, official information is less visible in external AI-powered search and assistant platforms. Limited traffic referrals from large language models and lower demand for agency keywords further constrain brand and content relevance.

Customer experience declined by 5.8%. Adobe said fragmented user journeys, complex content and inconsistent design continue to affect how users access information and complete transactions across platforms.

Personalisation capabilities also remain uneven across agencies, with scores ranging from 37.5 to 68.8.

Stronger performance was observed in early-stage interactions such as site search, service discovery, and updates.    

The index assesses ministries and statutory boards based on customer experience, site performance and digital self-service.
