Singapore also led in 2022 and 2020.
Singapore has consistently topped ASEAN in corruption control, scoring 9 in the Governance Index of the Bertelsmann Stiftung’s Transformation Index (BTI) for 2020, 2022, and 2024, according to the National University of Singapore.
In 2024, the performance of the anti-corruption component remained sluggish throughout the region, with Indonesia and Myanmar recording declines.

Thailand and Vietnam remained stable with 5 points whilst Philippines at 4 points.
Meanwhile, Cambodia and Myanmar had the lowest corruption control, both scoring 1 in the index.
