Changi to tender major Terminal 3 upgrade in H2
Digital and robotics pilots will be tested for deployment at T5.
The tender for a major upgrade of Terminal 3, Changi Airport, will be launched in the second half of 2026, Acting Transport Minister Jeffrey Siow said.
The project follows Changi Airport Group’s earlier announcement of a $3b investment to upgrade Terminals 1 to 4.
It is expected to be the last major enhancement to existing terminals before Terminal 5 (T5), which is projected to be completed in about a decade.
“T5, which we are now building, will be a mega terminal, as large as all our existing terminals combined,” Siow said.
The Terminal 3 works will introduce additional digital technologies and robotics, including self-service check-in, automated security screening and cleaning systems. Some of these solutions will be tested for wider deployment at T5.
The upgrade aims to increase passenger throughput capacity, particularly during peak periods, as traffic continues to grow.
Changi handled 70.4 million passengers in the past 12 months, whilst Singapore ranked ninth globally for air cargo throughput.
“Over half a million tonnes of airfreight passed through Changi in the first quarter of this year, almost 8% higher year-on-year,” Siow added.
