MoM launches Singapore Opportunity Index to track employer outcomes
It evaluates employers across five key outcomes: career progression, pay, hiring, retention, and gender parity.
The Ministry of Manpower (MoM) has launched the Singapore Opportunity Index (SOI), a new data-driven tool designed to recognise employers that promote career growth and to help jobseekers identify organisations with strong development pathways.
Developed in collaboration with the Singapore University of Social Sciences (SUSS) and the Burning Glass Institute (BGI), the SOI draws on verified government data from approximately 1,500 companies and one million residents.
It evaluates employers across five key outcomes: career progression, pay, hiring, retention, and gender parity.
Based on their performance, companies are profiled as Career Launchers, Career Builders, or Career Anchors.
The goal is to make workforce outcomes more transparent and actionable, for both jobseekers making career decisions and employers refining their talent strategies.
According to insights from the Burning Glass Institute, three key findings shaped the index: that employer practices significantly influence outcomes like pay and retention; that company size or sector is not a limiting factor, high-performing employers exist across industries; and that there’s no one-size-fits-all approach, as top firms use varied strategies to achieve positive workforce results.
