MOM warns Twelve Cupcakes over unpaid wages to 80 staff after closure
The group failed to pay wages for work done from 1 to 29 October 2025.
The Ministry of Manpower (MOM) has issued a stern warning to Twelve Cupcakes Pte. Ltd. over the non-payment of salaries to 80 employees following its closure on 29 October 2025 and subsequent liquidation.
Investigations found that the group failed to pay wages for work performed between 1 and 29 October 2025, with salaries due on 7 November.
The company’s parent, Dhunseri Ventures Limited, had placed Twelve Cupcakes into liquidation on 29 October 2025 after determining it could not meet its obligations due to an acute cash-flow shortfall.
Before the liquidation, the Dhunseri Group had paid salaries in full to their employees up to September 2025 despite prolonged operating losses.
Meanwho;e, Twelve Cupcakes’ management was informed of the liquidation on 28 October 2025, one day before the closure. The Food Drinks and Allied Workers Union (FDAWU) was notified on the same day.
MOM assessed that the case stemmed from a genuine business closure caused by severe financial distress rather than a deliberate attempt to avoid salary obligations.
A liquidator has been appointed to manage the company’s affairs and distribute remaining assets to creditors under the Insolvency, Restructuring and Dissolution Act 2018, where employees’ salary claims rank ahead of other unsecured debts.
Meanwhile, the ministry and the FDAWU assisted affected employees by linking them with the National Trades Union Congress’s Employment and Employability Institute for job matching and career support.
The Tripartite Alliance for Dispute Management worked with the union to help 45 employees, mainly union members, file claims with the liquidator to recover unpaid salaries.
