IMDA warns X, TikTok over ‘serious weaknesses’ in content safety

The Infocomm Media Development Authority (IMDA) has issued letters of caution to X and TikTok for serious weaknesses in their measures to proactively detect and remove harmful online content.

The IMDA found a 120% increase in child sexual exploitation and abuse material (CSEM) on X involving Singapore users, rising from 33 cases in 2024 to 73 cases in 2025.
On TikTok, 17 cases of terrorism content were shared by Singapore-based accounts for the first time last year.
The authority said that under the Code of Practice for Online Safety – Social Media Services, designated social media services are required to proactively identify and remove CSEM and terrorism content before users encounter it, using appropriate technologies and processes.
