CCS seeks feedback on revised passenger airline guidance

Stakeholders are invited to comment by 11 March 2026.

The Competition and Consumer Commission of Singapore (CCS) has invited public feedback on its revised Passenger Airline Guidance Note for airline alliance agreements, which will replace the 2018 version, according to a press release.

Stakeholders have until 11 March 2026 at 5 p.m. to submit responses via an online form or email.

The 2026 guidance note introduces a three-step approach for airline alliance notifications, setting out key milestones for commitment discussions and market testing.

It also outlines factors airlines should consider when proposing commitments, including capacity, pricing, growth, non-fulfilment periods, and firewalls.

The framework details CCS’ approach to market definition and its evaluation of economic benefits arising from airline alliance agreements.
