Over nine in 10 enterprises adopt digital tools; AI uptake surges
AI usage rose more than fivefold as SMEs expand digital tools and training efforts.
Singapore enterprises have increased digital adoption, with 96.4% using at least one digital solution in 2025, up from 84.6% in 2019, according to senior minister of state for digital development and information and for health Tan Kiat How at the ATxEnterprise 2026 opening ceremony.
The measures build on the Digital Enterprise Blueprint, through which more than 26,000 SMEs have already been supported since its launch in 2024, as Singapore continues to expand programmes aimed at accelerating enterprise digital adoption.
Tan said the average number of digital technologies used per enterprise rose to 2.5 from 1.7 over the same period, whilst 97% of SMEs adopted at least one sector-specific digital solution under IMDA’s Industry Digital Plans in 2024, up from 85% in 2023.
AI adoption amongst enterprises rose more than fivefold to 23.5% in 2025 from 4.3% in 2023, he added.
He also noted that 68% of AI-using firms plan to train and upskill workers in AI, whilst 63% plan to redesign jobs and workflows around AI.
Speaking at the Singapore EXPO, Tan said SMEs are being supported through the Digital Enterprise Blueprint (DEB), which has helped more than 26,000 SMEs since 2024, crossing the halfway mark of its five-year target of 50,000.
He said AI use is also expanding amongst workers, with 73.8% of surveyed employees using AI tools at work in 2025, most several times a week or daily.
On cybersecurity, he cited Singapore Cyber Landscape data showing around 6,100 phishing attempts in 2024, up 49% from the year before, and $35.3m in losses from Business Email Compromise scams across 377 cases in 2025.
SMS Tan said SMEs face growing supply chain-linked cyber risks, where attacks on third parties can disrupt operations even if they are not directly targeted.
He said 14,000 SMEs have adopted pre-approved solutions across AI, cloud, digitalisation and cybersecurity, supported by government and industry partners.
Two new partners were announced under the DEB, namely Grab and RSM Stone Forest IT.
Grab will work with IMDA to support 10,000 SMEs in F&B, e-commerce, and retail sectors on AI adoption and literacy, whilst RSM will run phishing simulation programmes for up to 2,000 SMEs.
SMS Tan also announced the AI for Enterprise Impact Playbook, developed with SkillsFuture Singapore and Workforce Singapore, to help firms assess AI readiness and identify relevant government support programmes.
